Phil is a Councillor for the Kibworth ward of Harborough District Council. He is Chairman of the Scrutiny Panel for Places, member of the Council's key Transformation Board and the Council's representative on the Harborough District Disability Access Group.

Phil is presently the Deputy Chairman-Political for the Harborough Constituency and nationally a Vice Chair of the Conservative Education Society.

Outside of politics, he is a Trustee for The Carers Centre, Leicestershire, Leicester & Rutland, a Governor/Director of the Robert Smyth Academy, and Treasurer of the Association of Leicestershire Governors.
