LOCAL MP FURIOUS AT PCT AND COUNCIL

 

Following previous concerns over the new 8am-8pm Health Centre in Oadby, The Oadby and Wigston Conservative Group has voiced their disgust at NHS Leicestershire County and Rutland and Oadby and Wigston Borough Council over a report that suggests the building to be used for the centre is unsafe and presents a health hazard to patients.
The Group has received a survey of the former Oadby Health Centre, the location for the new 8-8 Centre, conducted by GP Surveyors Ltd. The survey has raised a number of serious deficiencies with the site. Some of these deficiencies include:
·         Lack of controlled parking
·         Lack of access for the elderly and disabled, especially wheelchair users, in breach of the Disability Discrimination Act
·         The centre is in a poor state of repair and may present health and infection control problems
·         Poor layout and cramped conditions
·         Asbestos present in the building
·         The centre is heated by dated warm air ducting which presents a serious infection control problem.
The survey recommends a large number of changes given the poor state of repair of the building. It is clear that the building is not fit to be used as a health centre.
The Group has also received a copy of a letter sent to the PCT by solicitors acting for Leicestershire and Rutland Local Medical Committee outlining grounds for a judicial review of the decision taken by the PCT in awarding the contract to run the medical centre to United Health UK. The grounds include:
·         Lack of public consultation
·         Breach of the Disability Discrimination Act 1995
·         Unsuitable premises
 
Local MP Edward Garnier said: “Whatever the merits of 8-8 Health Centres it is imperative that they enhance public health rather than compromise it. The Conservative Group’s analysis is exactly to the point. My constituents are not being well served by either the NHS or the Council majority group who share responsibility for this farce. This is more like a Carry On film than a sensible and thought-through approach to local health provision. ”
Graham Wilson, Vice Chairman of Oadby Conservative Group, added to these comments:
“The PCT and Council have made complete mess of this. From the PCT promising a flagship 8-8 Health Centre for Oadby we have ended up with a Centre in a building that is at best unsafe and at worst positively dangerous. 
“The Borough Council had an opportunity to help sort this out, and as usual, local Councillors have sat back and done absolutely nothing. It is clear they are out of their depth and incapable of running a Christmas Fete, let alone a council.
“We suspect that this is another case of Wigston councillors attempting to hijack a project earmarked for Oadby and as with so many other facilities in the Borough, it will end up in ‘Greater Wigston’.”
